Years ago while working as a carpenter I helped stiffen a bouncy floor by nailing a new 210 to each of the 210 joists that supported the floor. My calculations tell me assuming 2 southern yellow pine joists which are common in my area that 2x6s 16 inches on-center will span 9 feet 9 inches with allowable deflection being the governing factor. We probably go with the stacking of 2x6 on top of the 2x4 with proper fasteners and glue and be attentive to the storage load. Id like to strengthen the 2x6 16 oc joists in my ells attic my 1st floor kitchens ceiling in order to put a bedroom up there.
